This might be a discussion had by one of the characters as they ascend the path to enlightenment and the eventual selection for the task of making the next choice.
Dealing with man’s nature, and the evil aspect of it, balances on the precipice of agency. To keep people from doing things that harm either themselves or others, when it is their nature requires oversight, feedback, and inspiration. With each generation, with each cataclysmic event the injured parties call out for a solution. Government steps forward and desires to fulfill its assumed purpose by writing guidelines, regulations, rules, and laws that restrict or prohibit that particular event or action. Taxes are assessed, regulators are hired and deficit spending is justified. Going back is never an option because it is impossible to separate the desirable from the undesirable consequences, which are inextricably interconnected. You wouldn’t want the same thing to happen to you or others but your freedom and liberty are the collateral casualties.
At first it was law enforcement officers, detectives, investigators, lawyers and judges. To ensure that everyone received a fair trial evidence was required which inexplicably leads to the discovery or revelation of criminal actions and behaviors predisposing the breaking of a law. Wondering why people do what they do has lead to scientific discoveries and technological innovation. With each discovery the decision to implement a remedy is judged on the basis of the amount of good it will do in spite of the freedoms lost because no rational person wants to be the victim even if the chances are less than 1%. With each innovation and every generation the transition from rugged individualism to acquiescent citizen of the world marches on. However, the positive aspects of this evolution seem to rise to the top with most people benefiting. It is the actions of the despots and ne’er-do-wells that stymie the progress and restrain the individual from progressing. It is the concerns of the foreword thinkers of the society that ring the environmental alarms, alert about fiscal calamities, and ensue that the sky is falling that empower the backward thinkers to enact restrictions and resolutions of opposition.
